Chile, which challenged the jurisdiction of the Court, noted that no one can force a country to cede sovereignty and rejects Bolivia's request, noting that both countries signed free boundaries in 1904.

Bolivia, which since 1978 has no relations at ambassadorial level with Chile, it lost its access to the sea in the Pacific War in 1879, conflagration territories of Chile and Peru the country was annexed.
