Government seeks to resolve SUNAPES inadequate inspections Fishing Sector

The President sent to Congress a bill that proposes to create the National System of Supervision and Control Fisheries and Aquaculture (SINASUPE) taking maximum governing body of the National Superintendency of Fisheries (SUNAPES) and which seeks to address the insufficient number of inspections carried out in the sector.

Under the bill, the executive notes that administered in the Fisheries and Aquaculture Sector, whether natural or legal persons, are a fairly large number.

"However, the inspections carried out these activities fail to address, at least, necessary to ensure compliance with the various regulations and thus protect the aquatic and aquaculture resources"He stressed.

Functions
In addition to monitoring and controlling the SUNAPES have other functions as sanctions for administrative violations and breach of rules and conduct unannounced inspections in establishments, businesses or places subject to audit.

He also supervise and control the competent authorities to grant concessions, authorizations, permits, licenses or operating permits to develop the fisheries and aquaculture activity, must determine irregularities in granting, under its jurisdiction.

The SUNAPES will have a senior management, which will be the Chief Superintendent and Secretary General; and a Court of Audit Fisheries and Aquaculture, supervisory bodies, bodies of internal administration and directions.

The fishing superintendent may require the assistance of the police to perform their duties, which will be borrowed under the responsibility immediately.

The bill proposes to establish a Commission of Transfer of functions to the 15 calendar enactment of the law days. The SUNAPES absorb the functions of the Directorate General of Supervision and Control, and the Directorate General of Sanctions of the Ministry of Production (PRODUCE).

The implementation of the Sunapes be funded from the additional credit allocated to both directions of Produce, which is established in the Public Budget for Fiscal Year 2015.
