SNP considera “suspicaz” Produce standard returns to restrict Anchovy Fishery

The union says that "without dialogue or transparency" Ministry banned again Anchovy Fishery industrial fleet in the first ten miles from the Peruvian Coast.

For the National Fisheries Society (SNP), is suspicious that the Ministry of Production (Produce) has managed to obtain sufficient scientific basis to justify the issuance of Supreme Decree No. 011-2013-PRODUCE in 23 days, between November 21 and the date of publication of DS 011-2013 (14 December).

The rule in question states the reserve zone 10 miles in the north central area for extracting Anchovies for direct human consumption again.

According to the fishing guild, Produce "without dialogue and transparency" has been omitted again prepublication of the standard as required by DS 001-2009-JUS order to obtain comments and input from stakeholders, and in no time

It is recalled that on November 21 the Supreme Court ruled that the clause 2.2 of DS 005-2012 Produce, reserving the corridor mile 5 to 10 to the fleet of smaller scale and industrial fleets sent to mile 10. Thus, removal of these measures in our legal system as of December 15 were available.
According to the SNP, it should be noted that, as stated in the 56th recital in the judgment of November, the Supreme Court dismissed the scientific reports that supposedly produces sustained the norm.

"These reports will date from 1983-2009 and during that period no one has any evidence to support a measure of this nature," he said.

According to the union, the figures clearly show that landings of anchovy for direct human consumption have fallen "dramatically" after the issuance of the DS 005-2012, and firms would sardines had to import to meet its supply contracts .
By contrast, production of flour by illegal plants reuse and residual meal would have increased significantly.
Given this problem, the SNP reiterates the call to the State to hold a working meeting and address the problem of fisheries management.
