Seek to strengthen fisheries management Anchovy

The Ministry of Production (Produce) published a draft executive decree to strengthen fisheries management Anchovy intended for direct human consumption (CHD).

The Deputy Minister of Fisheries, Juan Carlos Requejo said that this measure seeking “promote the modernization of the fleet of smaller scale industrialization of mining activities for CHD, strengthening the processing industry and further strengthen the supervision and inspection”.

Also emphasized the establishment of fixed points of discharge of pelagic resource intended for CHD, in order to prevent their diversion to the illicit manufacture of fishmeal.

These sites will be determined and controlled by Produce and official auditors “they may be collected from authorized locations relevant information from ships, mining activities, landing and final destination of the Anchovy. This may warn catch sizes, operational satellite tracking system, departure authorizations, registration crew, etc.”.

Among other things, the new rule states:

  • Post to website Produce all records of artisanal and small-scale vessels authorized to fish for anchovy, to ensure greater transparency in the process of ordering the authorized fleet and interim traceability of resources;
  • Forcing owners of smaller scale have fishing permits issued by the Ministry, to pay the fishing rights for resource extraction, to register their crews and their vessels have the satellite tracking system (Sisesat) installed and operating, among other duties;
  • Regular expressly Produce competencies for monitoring, control and punishment of this fleet;
    Replacement of small boats on a smaller scale to be replaced by vessels totaling a capacity of maximum hold 32.6 cubic feet is permitted.
  • On the other hand, the Instituto del Mar del Peru (Imarpe) shall publish on its website the technical protocols used to determine the maximum withdrawal limit (SML) of anchovy and longnose anchovy, which is the maximum global catch that can be extracted the stock.

Meanwhile, the Government intends to launch a traveling training program for owners of fish processing plants throughout Peru CHD.

Finally, Produce plans to educate and inform the owners of the plants on environmental commitments and health issues, among others.

Produce stressed that the measures contained in the draft Presidential Decree “are consistent with the advancement of the process of fisheries management, which has been established reserve areas between mile marker 0 and 10 for the CHD”.

Interested parties have a period of 15 calendar days to submit their views on the legislation.
